The Client needed an external Bid Assessment carried out as the in-house team were so close to the document from creating and writing the text it was difficult to effectively Review and Assess the content against the given Evaluation Criteria. Key Contracts had been lost due to low scoring Quality Submissions due to a lack of time to carry out effective, meaningful Reviews.
